Going Green?

The Government’s original time table for cutting emissions and energy conservation slipped but it is now coming into force in relation to the built environment. For instance, vendors of all dwellings (houses or flats) offered for sale will be required to give a potentinal purchaser a Home Information Pack, which will include an Energy Performance Certificate (“EPC”), from 14 December 2007.

From 6 April 2008 EPCs will be required for all commercial builidngs over 10,000 sq m (and as from 1 July 2008, all commercial buildings over 2,500 sq m) whether they are built, sold or let. On 1 October 2008, any building, commercial or residential, offered for sale or to be let will require an EPC.

Display Energy Certificates (“DECs”), giving a publicly displayed operational rating assessment on larger public builidngs, come into force on 1 October 2008. It is proposed that DECs will eventually be required for all commercial buildings.

Parts F (ventilation), L (conservation of fuel and power) and P (electrical safety) of the Buildings Regulations came into force from April 2006. Additionally, compulsory inspections of all air conditioning systems are to be phased in purusant to the Energy Performance Regulations, 2007.
